Express Entry System


With effect from January 01, 2015 Citizenship and Immigration Canada (CIC) has launched the express entry system-an electronic application management system, to manage applications for permanent residence under Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class Or a portion of Provincial Nominee Program.


The qualifying criteria to receive the invitation are different for each Program. For people to qualify under the FSTP, the candidate must have an Employment Offer approved by the competent authorities in Canada whereas, to qualify under the FSWP, the candidate must have an offer of employment or a provincial nomination or a good score in Comprehensive Ranking System to meet the cut off criteria, to apply for Permanent Residency under PNP, the candidate must receive a Provincial Nomination and for Canadian Experience Class a candidate need to meet the selection criteria.


It is based on a point system which is Comprehensive Ranking System. A maximum of 1200 points can be allotted under the Express Entry system. Point’s break- up is as follows:


• A maximum of 500 points for human capital factors like age, education, work experience, and language skills will be awarded; an applicant will get 40 points for an accompanying spouse or common-law partner, and up to 80 points if the candidate have at least one year of experience in Canada.

• Transferrable skills will add another 100 points. Skills that can be used across different jobs and industries in technical and non-technical areas are referred to as transferrable skills.

• An applicant will get 600 points if he has a job offer in Canada or have received nomination certificate from any of Canadian provinces.



Application Process


Canada Permanent Residency Visa from India

Step 1 - Candidate has to create an online Express Entry profile identifying their skills and qualifications in an online resume. The profile is then ranked against other applicants based on various factors that indicate that the candidate will be an asset to the Canadian workforce.


Step 2 - Those applicants that do not have a Canadian job offer from an employer will need to register in the Canada Job Bank site.


Step 3 - Assessment of every profile in the Job Bank is done to judge who could meet the criteria of a federal economic program and then upgraded with other entries in the Express Entry pool.


Step 4 - If an application is selected, the applicant will be issued an Invitation to Apply to which he/she needs to respond within 60 days’ time to qualify for permanent residence.


The entire process takes a maximum of 6 months.



Federal Skilled Worker


Federal Skilled Workers are applicants with suitable education, work experience, age and language abilities under one of Canada's official languages and who are selected under the Express Entry Immigration system to apply for permanent residence.


To qualify for admission to the Express Entry Pool as a Federal Skilled Worker, applicants must meet the following conditions:


Essential Conditions:


1.  Have one-year of continuous full-time paid work experience or the equivalent in part-time continuous employment within the previous 10 years in one of 347 eligible occupations listed under the applicable National Occupational Classification system; AND

2.  The work experience must be classified within Skill Type 0 (Managerial Occupations), Skill Level A (Professional Occupations), or Skill Level B (Technical Occupations and Skilled Trades) within the meaning of the National Occupational Classification system; AND

3.  Score sufficient points under the skilled worker point grid comprising of six selection factors. The current pass mark is 67 points;

4.  Undergo language testing from a recognized third party and demonstrate intermediate level language skills in English or French corresponding to the Canadian Language Benchmark of 7)

5.  Possess suitable settlement funding;

6.  Undergo a successful security background and medical examination.


The selection factors are summarized as follows:


Education: Applicants are awarded up to 25 points.
Language Skills: Applicants are awarded up to 28 total points (24-first official language, 4-second official language).
Work Experience: Applicants are awarded up to 15 points for paid skilled work experience acquired in the last 10 years. A minimum of 9 points is required.
Age: Applicants are awarded up to 12 points.
Arranged Employment: Applicants are awarded up to 10 points.
Adaptability: Applicants are awarded up to 10 points.


Comprehensive Ranking System:


The key components and parameters of the Comprehensive Ranking System (CRS) are:


• Parameters related to Core human capital;
• Parameters related to accompanying spouse or common-law partner;
• Parameters related to Skill transferability; and
• Parameters relating to a provincial nomination or a qualifying job offer of arranged employment.


Total points available under the Express Entry CRS is 1,200.


If a candidate is filing the application without an accompanying spouse or common-law partner, the breakup of points under CRS is as follows:


• Core human Capital: Maximum 500 points;
• Skill transferability: Maximum 100 points; and
• Either a provincial nomination of a qualifying offer of arranged employment: Maximum 600 points available.


If candidates are filing the application with an accompanying spouse or common-law partner, the breakup of points under CRS is as follows:


• Core human Capital of Principal Applicant: Maximum 460 points;
• Core human Capital of Spouse: Maximum 40 points
• Skill transferability: Maximum 100 points; and
• Either a provincial nomination of a qualifying offer of arranged employment: Maximum 600 points
